The Board shall consist of five members who shall serve two year staggered terms. Board appointees will not be reappointed for at least two years following the termination of the last appointment. Board members must be residents of the City. No member of the board shall hold elective or appointed office under the city or any other government, hold any other political party office, or be a candidate for any of the aforementioned offices. The board shall meet at least once each calendar quarter.
