BUSINESS RESOURCES & INCENTIVES

Every Thursday the City of Alvin makes available one-hour time slots for developers, individuals, or others planning to develop property in Alvin or its ETJ. Department representatives from the utilities, public works, community development, fire marshal, building inspections, EMS, drainage district, and economic development are available to meet to cover the many issues contained in the development process. This will speed up the process and the timeframe that will deliver right to the bottom line of your project. Alvin offers a skilled workforce and capabilities to provide customized training programs through Alvin Community College (ACC), and continues to receive workforce training grants. Our relationships with both the Gulf Coast Workforce Development Board and the Texas Workforce Commission enable us to deliver directly to your bottom line.

Skills Development Funds - The Skills Development Fund is an innovative program created to assist Texas public community and technical colleges finance customized job training for their local Businesses.  The Fund was established by the Legislature in 1995 and is administered by the Texas Workforce Commission.  Grants are provided to help companies and labor unions form partnerships with local community colleges and technical schools to provide custom job training. Average training costs are $1,000 per trainee; however, the benefit may vary depending on the proposal.

Gordon Street Corridor (Business 35) and the Downtown Development Areas - Alvin has many new developments coming in and is committed to preserving our current development. Specific incentives are offered for two areas within Alvin, the Gordon Street Corridor (Business 35) and the Downtown Development Area. View map of the areas:

Foreign Trade Zone (FTZ) 149 - Alvin has a sub zone of this FTZ that was created in 1988 through Port Freeport and it provides manufacturer-shippers with duty-deferral, in-transit storage and assembly of products for import and no duty assessment on products re-exported. State Franchise Tax Credits - The 76th Texas Legislature created franchise tax credits to help business in the areas of job creation, research, and investment. To find out additional information click here. At that site, click on “Texas Taxes.” On the ensuing screen, select "Franchise Tax" which provides access to the statutes, rules, and other information.

In-State Tuition for Employees - In-state Tuition incentive may be offered to qualified businesses that are in the decision-making process to relocate or expand their operations into Texas. The incentive allows employees and family members of the qualified businesses to pay in-state tuition fees if the individual files with a Texas institution of higher education. Without this incentive designation, a student must reside in Texas for a 12-month period to be entitled to pay the tuition fees of a Texas resident.

Texas Economic Development Bank - The Bank is Texas' newest tool to promote job creation in the Lone Star State. Created by the 78th Legislature in 2003, the Bank provides incentives to businesses wishing to relocate or expand in Texas, as well as assist local communities in accessing capital for economic development. Texas Enterprise Fund - The Texas Enterprise Fund provides the state's leaders with a "deal closing fund" that has the flexibility and financial resources to help strengthen the state's economy. The fund can be used for a variety of economic development projects, including infrastructure development, community development, job training programs and business incentives.
