Alvin, currently with a population of approximately 21,413, is a community on the brink of significant growth. Our prime location, ready accessibility, and skilled workforce availability position the City for long-term prosperity. We are focused on serving this growth while maintaining our distinct small-town characteristics.

The City Council is comprised of seven Council Members and a Mayor. The Mayor and two of the Council Members are elected at-large. The other five Council Members represent districts. The Mayor and Council serve staggered three-year terms and may serve no more than three terms.

The City Manager's duties are spelled out in the City Charter. In summary, the City Manager is employed by the City Council, and is responsible for managing the day-to-day affairs of the City. This includes the management of the City workforce, and the development, presentation, and monitoring of the City budget.

The City organization consists of approximately 168 budgeted employees, a General Fund operating budget of approximately $7 million, and a water and sewer system budget of around $5 million. We are a full service city, and are proud to offer first class Police, Fire, and Emergency Medical Services, extensive parks and recreation facilities, and city employees eager to meet your needs.

The City Manager's office is responsible for ensuring timely and accurate responses to complaints and information requests from the public and City Council. The City Manager's office may be contacted in person, or by telephone, e-mail, or regular mail. While appointments are not required, anyone wishing to meet with the City Manager is encouraged to call first to insure availability.

The focus of my attention as Alvin's City Manager has been the implementation of long-term management and financial planning for the City. As a result, we have implemented:

A Comprehensive Plan developed with citizen input
A five-year financial forecast
A 10 year water and sewer master plan
A thoroughfare plan
A Parks Master Plan
