A charter is a document that establishes the city’s governmental structure and provides for the distribution of powers and duties among the various branches of government. Alvin Alerts - Get alerted about emergencies and other important community news by signing up for Alvin's Emergency Alert Program. This system enables the City to provide you with critical information quickly in a variety of situations, such as severe weather, unexpected road closures, missing persons and evacuations of buildings or neighborhoods.
You will receive time-sensitive messages wherever you specify, such as your home, mobile or business phones, email address, text messages and more. You pick where, you pick how. Please note, that during emergency situations, it is critical that residents register a cell phone number that will be on hand during an emergency event. This allows the City to communicate with you in the event of an evacuation. More information here.
