IRMA Exemption Certificate

The City of Alvin is hereby disclosing and notifying all potential underwriters and placement agents that it has retained an independent registered municipal advisor (“Municipal Advisor”). By publicly posting the following written disclosure, the City intends that market participants receive and use it for purposes of the Independent Registered Municipal Advisor Exemption (the “IRMA Exemption”) as provided in the Securities and Exchange Commission’s final rules adopted for municipal advisor registration (the “Final MA Rules”).

HB 1378

The 84th Legislature passed HB 1378 to increase local government debt transparency. Under Local Government Code 140.008, certain political subdivisions, including counties, cities, school districts, junior college districts, special purpose districts and other subdivisions of state government must annually compile their debt obligation data from the preceding fiscal year and do one of the following:

Report it to the Comptroller of Public Accounts for posting or, alternatively,
Post the information on their own websites.
